County Council Passes First Draft of Budget without Tax Increase

Anderson County Council took the first step toward approving a proposed $278 million budget for fiscal year 2023-24 on Tuesday, unanimously approving the work in progress. The current draft of the budget.


The budget, which represents an increase of $43 million over the current county budget, $37 million of which is in special revenues, will require a vote on two more readings before final approval


“I look forward to continuing to work on this budget,” said. Anderson County Council Vice Chairman Brett Sanders, who serves as chairman of the council finance committee. Sanders said the new budget reflects no increase in health insurance costs and only includes three new employees – one for parks and two for roads and bridges. 


Prioritizing capital projects, which include $3.5 million for roofing repairs to the historic courthouse, are part of the challenge, said Sanders.


Councilwoman Cindy Wilson said growth in the county coupled with inflation made this year’s budgeting process challenging.


Also on Tuesday, council approved seeking public comment and doing research before crafting final RV Park guidelines for the county. Multiple council members suggested moving carefully in putting together an ordinance. 


“RV parks are a billion-dollar industry and Anderson a popular spot,” said Sanders. “We need regulations in place, but take our time and do it right the first time.”


Wilson said it is important the county put in place “appropriate standards.”


The county is expected to schedule public meetings on the topic in the weeks ahead.

County council also moved ahead with a clear-bag policy for county-owned facilities and approved receiving a $342,00 grant for playground equipment at Dolly Cooper Park.


At an earlier 6 p.m. recognitions meeting, council honored local angler Lowell Brannan for winning the 2023 Yamaha-Rightwaters-Bassmaster Kayak Series.
